Your Suggestions on Taxes
Tax Brothels
When the brothels are offering their solutions towards helping Nevada in this very trying economy by taxing prostitution; why not accept this?  I see a win-win situation.  It is a financial shot in the arm for Nevada as there would be money coming into the budget (taxes), it is a legal business and people are willing to pay for these business services so they should be taxed.  Also it will aid in state workers not being laid off.  Since when has Nevada tried to cover up what it represents:  gambling, prostitution, and entertainment, if you tax these revenue sources, it will not slow down what entices people to spend money.  As a lifelong resident of Nevada I believe taxing of prostitution needs to be reexamined.
 
Tax the Mines
 Taxes should be increased for the mining industry.  They are taking valuable natural resources from our state and paying very little while the price of gold has skyrocketed.  As a native Nevadan, I grew up with the mining industry.  Many of these companies are foreign owned and need to pay.
 
Corporate Tax
 It is ridiculous to think we can get out of this budget mess with a cut in spending alone.  A broad-based corporate income tax must be implemented.  Everyone must pay their share.
 
Increase Taxes
 The people of the State of Nevada did not vote to reduce budgets.  They voted to fund education and a lengthy list of other budgets that have been grossly underfunded for years like child welfare.  TAX!  That’s what we do.  It is constitutional and I am willing to pay.  Tax utilities, cell phone use, or gas, something we use every day or create a state income tax.  What about water bills?  You want to encourage conservation, find a way to create funding through excessive water use.  What about the carbon emissions issue?  I see a lot of trucks and equipment pouring carbon into our air.  The federal agencies have some good ideas in this area.
 
No Raise in Taxes
I am in favor of budget reductions instead of raising taxes.  The 3 percent cap on raising property taxes should be continued.
 
Raise Taxes
During good times, budgets get bloated and the government expands disproportionately.  Now in tight times the government must get rid of the fat, but when this is not enough it is reasonable to raise taxes.  You can’t have a good education system when you ask universities to cut 37 percent.  Having teachers take a 6 percent cut doesn’t make sense.  We need to keep doctors and other health providers in the state.  Solutions are available if the legislators will just take the politics out of the decisions.  Represent what is best for the majority of people.
 
Broad and Low Taxes
The best tax economically is broad and low.  The state needs more revenue as well as serious spending cuts in the short term.  Don’t simply increase the sales tax, which already disproportionally affects smaller retail businesses and poorer citizens.  Instead, broaden the tax base.  First, eliminate sales tax abatements.  Abatements for special interests and private developers are unfair!  Second, exempt only the most basic foods and prescription drugs.

Tax Based on Full Retail Price
 Re-word the sales tax laws so that tax will be collected based upon the full retail price of an item, not the final sales price.  This change would do two things.  First, it would increase the amount of sales tax revenue for the state.  Second, this would force retailers to change the way they price items and advertise sales (i.e., is an item really on sale for 50 percent off if it never actually sells at the listed retail price?).  This would protect consumers from false advertising of sales and force retailers to list more realistic retail prices.  If this is viewed by the public as more of a consumer protection act than a tax “increase,” it will probably get a lot of public support
 
Tax Prostitution
To the legislators that are not in favor of a tax on legal brothels—the business is legal—please tax it!  The bill on the table has no relationship to make this practice legal or illegal; it simply proposes a tax on a legal business in this state.  The state needs the money.  If you are not in favor of legal brothels, then propose a bill to eliminate them; don’t vote against the current bill to tax a legal business.

 
Tax Liquids
A new source of state revenue could be secured by moving soft drinks, bottled water, and candy from the food to non-food category so that they are subject to sales tax.  In addition to new revenue, this action would accrue benefits to the state’s health status (dental health, obesity, and chronic disease) and the environment (trash).
 
Cell Phone Tax
Have an increase in state taxes on cell phones, perhaps $1 or $1.50 per month.  Wouldn’t hurt anyone that much and could provide help.  Unlike other things, cell phones are more of a luxury item; nice to have but not required.  If there are 1 million cell phones in Nevada that would be $12 to $18 million per year.
 
Tax Increases
Nevada already operates with some of the lowest levels of services and taxes of any state in the nation.  Many of the agencies of our state and cities are extremely efficient, operating better than most reasonable persons could expect, considering their funding levels.

Sales Tax
 Sales tax should be raised to an even 8 percent and the state should start taxing food again, at a lower rate of 3 percent, then everyone in the state would be helping to ease the tax burden and not put the main burden on the state employees by taking away 6 percent of their income.

Food Tax
Impose a statewide food tax to raise revenues for the state.  The burden of the state deficit is placed on everyone’s shoulders, including visitors and undocumented immigrants.  This tax would be across the board and would definitely increase the income to the state.  We can’t continue to cut salaries and programs and expect our state to grow and thrive.

 
No New Taxes
 I’ve been cutting my costs to the bone.  That should always be the first move when bills exceed income.  Please do not raise my taxes.

Department of Taxation
 Get a true reporting of all the taxes past due to the Department of Taxation!  Then have Taxation actually collect those taxes.
 
Internet Sales Tax
One way for the State to increase revenue would be to start requiring purchases made by Nevada citizens via mail companies and internet sites to pay sales tax on those purchases and send it to our State.  I regularly purchase books, videos, and other materials from an internet book seller and have never had to pay sales tax.
 
Personal Income Tax
Propose constitutional amendment for personal income tax ranging from 1 to 4 percent on gross annual incomes over $75,000.

 
Mineral Tax
Why doesn’t Nevada get it’s proper due from companies that mine here?  Colorado has a system in place that provides revenues way beyond what Nevada gets from companies that mine here.  Are we afraid that these companies will leave Nevada?  Where will they go?  These are not manufacturing or service companies.  They need to be where the minerals and metals are.  If that state is Nevada they will have to pay the proper fees and taxes.  Taking money from already underpaid teachers is criminal!  Chopping apart higher education is ridiculous.  Because bartenders and valet parkers make good wages when Las Vegas is booming doesn’t mean that we should gear our schools to produce more of them.  Find this revenue from new, untapped sources.

Gaming Taxes
Casinos statewide won $11.6 billion from customers during the year [2008], a drop of 9.7 percent when compared with the $12.8 billion won from gamblers in 2007, the sharpest decline in state history, according to figures released Wednesday by the Gaming Control Board.  The 2008 gaming revenue figure was the lowest statewide total since 2005, when casinos also won $11.6 billion from gamblers. These statistics were reported in a newspaper in mid February.  Even though profits are down, they are still making a profit.  Nevada’s gaming tax on large casinos is among the nation s lowest tax.  If we raised the gaming tax at least to the national average, much of the state’s budget woes would be solved.  Raise all room and gaming taxes at least up to the national median for gaming.
 
Business Payroll Tax
 Why has the business payroll tax been reduced twice since its inception just a few years ago?  Raising it back to initial rate would not be a new tax and only a technical tax increase since it should not have been reduced in the first place.

 
Corporate Taxes
Consider 2 to 4 percent corporate income tax on net annual earnings over $200,000.
 
ATV Tax
If Nevada mandated the license and registration of All Terrain Vehicles, ample funds could be collected.  Nevada collects a large sum each year on boat licenses, why are ATVs exempt?
 
School Tax
State Tax - Have a state tax for those who do not own homes.  The homeowners should not have to pay a state tax because they already pay real estate taxes.  While many people rent, they are not paying into our school system.  This does not seem fair; can we tax families per child and put it right into the school district they live in?
 
Marijuana Tax
Legalize marijuana.  Treat it like tobacco, out of the hands of minors and tax the heck out of it.  That will remove the criminal element, and create legitimate revenue for the state.
 
Gaming and Mining Taxes
I would like to suggest that the 2% financial business rate be extended to other lucrative (still) businesses such as gaming and mining.
 
Food Tax
I recommend that food be included in sales tax and that the revenue generated be used to fully fund education in Nevada and to establish a “rainy day fund” for the sole purpose of education.  Advantages to this food tax include:  - Easily implemented.

State Tax
I think a state lottery would benefit our state greatly. California and Texas have generated a lot of money for education from their lottery systems. This would reduce education reductions or maybe even increase the amount of funding available for education.
 
Tax Structure for the State of Nevada
The antiquated tax structure of the State of Nevada must be changed. We can no longer allow Gaming, Mining and other large corporations to have a free ride.
 
1% Gross Annual Income Tax
I'm originally came from the East coast , and Pennsylvania has an annual income tax that all employed residents pay every year . This is a tax strictly for the students and supplies needed for schools. I feel the burden should not fall on only property owners. Renters should have to pay school taxes also.
 
Vehicle Registration
There must be more than 100,000 vehicles in the Las Vegas valley that should be registered in Nevada but are not. This is a loss of millions of dollars to the state treasury. Make it possible for citizens to tell the DMV where they are. They can be spotted dropping off or picking up school kids (not a tourist activity), in school parking lots, employee parking of all kinds and in my neighbor's garage. Most of these are registered in states that have low registration fees and insurance. It is not fair to the rest of us that pay our share for Nevada roads. Some of these actually brag about how much they are saving. Set up a toll free number to report the whereabouts of these vehicles and then contact the owner with a warning to register them in Nevada within a short time period.
 
Budget
I still think we should tax Brothels, as they have requested; other states do! I also find it interesting that in the 1980s, state employees were denied several pay raises because by the time talks got that far, THERE WAS NO MONEY LEFT. Other times, they traded raises for better benefits coverage. The only reason Nevada has such a small wage base is because of the power exercised by the Casino-Resort Industry to hold wages at a minimum (time to get off the right to work wagon?). State employees lobbied for what they did get and now the SAGE (wise and with wisdom?) Commission is recommending many of those benefits be reduced or taken away. Too many state employees find better pay in other jurisdictions causing a tremendous "brain drain." It is time the State "bellied up to the bar" and quit using the salary and pay schedules as the way to balance the budget. The Judges should seriously consider refusing their pay increase, which is more than many people make in a year, and chalk it up to being credible.
 
State Revenues
1. Impose a 2% added sales tax on all except food until other revenues reach a designated minimum. Sunset in 2 years. 2. Reduce salaries of all University employees making more than $140,000/yr. by 10%.
 
Tax Adjustment
"I would like the legislature to consider adjustable tax rates so we don't need to deal with a budget crisis in the future. The rates would be adjusted periodically to assure that the revenue is adequate to fund authorized programs. The rainy day fund could be used as a cushion until tax rate changes can be implemented. Of course if the rainy day fund exceeds a predetermined level, tax rates should be reduced. Tax rates could be determined by formula or commission based on historical trends and appropriate forecasts and approved funding levels. I am sure, the legislature can come up with an appropriate way to implement this idea. Hopefully keeping it simple. The State of Nevada needs and deserves a stable source of funding. Thank you for you consideration."
 
TAXES!
"Taxes! We need taxes. As Buckley stated, we cannot run this state as it was ran in the 1960s. Something needs to change to support population growth. We need taxes to support our school systems, state workers, and improve health care. Casinos should be paying the bulk of the taxes, but even a 1-2 % tax for every resident would relieve some of the budget burdens."
 
Suggestions Concerning Budget Reductions
"Add additional tax to the hotels rooms or a airport fee to everyone coming or leaving Las Vegas."
 
Revenue Enhancement
"Start matching databases here in Nevada to identify those that illegally license their vehicles in other states or avoid the 8 percent property tax rate. A comparison of school district enrollments, DMV and county assessor tax roles, voter registration roles etc. is not difficult and tax cheats can be easily identified. Honest taxpayers are fed up paying the tax burdens of those who disregard their obligations here. If government doesn't have the manpower to do this then I'm sure private industry does and some may be willing to do this on a finders fee basis."
 
Budget Deficit Ideas
"Additional Sales Tax: the Governor and legislature need to consider a slight increase in sales taxes. A 1/8 of 1% would generate a fair amount of revenue without affecting the public very much. Programs and staff at state and local levels have already been cut way too much for further cuts. Alternative Workweeks: Salaries should not be reduced; the public servants are struggling now; reduced salaries will only make it more difficult for them and singles them out. An alternative to reducing salaries is offering alternative work weeks. Some people who are close to retirement and others who like to have more time off, might consider reducing their work week to something less then 40 hours per week. This could be voluntary and could result in enough revenue that you would not have to lower wages or lay off workers. It would also allow you to keep the all important programs currently provided to the public. "
 
Suggestions
"Consider generating income to address state cutbacks:

1) Maybe it is time for a State Lottery. This is a great way to generate jobs and direct income to education. Casinos need not sell lottery tickets. In fact this would promote small business growth throughout the valley.

2) Is the voter approved amendment on banning gay marriage discriminatory or maybe Nevada should lead the nation and think of a way to license domestic partnership relations which afford these people the same legal rights of those possessing a license to marry. Nevada taking the lead will result in millions of dollars in additional revenue ranging from licensing to tourism.

3) Little Cigars are marketed by tobacco manufacturers to appear and look like cigarettes. There are no regulations on the Federal or State level to appropriately classify these products. The classification is up to the manufacturer. Little Cigars are cheaper in price than cigarettes and are subject to a lower State tax that cigarettes. Little Cigars should be subject the cigarette tax levy in Nevada and not the Other Tobacco Product tax. They ultimatley are marketed like a cigarette and are also marketed to underage use. The Department of Taxation can offer such a proposal."

"I think that all Nevada has a responsibility to pay for our budget with a 2% increse in DMV fees 2 cent gas tax."
 
Incresing taxable business incomes
"I think legalizing gay marriage in Nevada would increase business taxable income. It would bring in visitors who are not allowed to get married in their current state. They would fill more rooms in the state. The gaming wins in Nevada would probably increase also. The hurting marriage chapels would also bring in more business. This all would increase taxable income that business's bring in. 2009 is going to be a economically hard year for the state and any increase in tourism will help. Nevada needs to take advantage of this business opportunity before other states do. We already allow gambling and in some counties even prostitution. Increasing the marriage license fee would be a good idea also. The fee is currently $55, the fee is the last thing on peoples mind when they are planning on getting married. $100 fee would not stop anyone from getting married here."
 
Revenue
"My suggestion to help my adopted home state to raise money is this: Revise the State Concealed Weaon Permit System. In Nevada this could be a potentially rich source of revenue for the state by taking it back from the counties. As it is with county standards varying, many Permit holders are displeased as the Background fee when buying a new firearm is no longer waived by having the permit. One uniform state system, identical perhaps to Florida's system would improve the process, be popular with the state's gun owners and be a source of revenue to the tune of several million dollars a year."
 
Nevada Alcohol & Tobacco taxes
"Nevada's taxes on alcohol and tobacco are below the national median. Why not at least raise those taxes to the national median. Especially since all scientific research/data shows that these products increase the health care cost to states, and more recently it has been also shown that the higher the taxes on these products is has shown significantly decreased health care costs to states."
 
Fund Raising
"How about a telethon that presents where the state actually spends its money, and ask the citizens and businesses to volunteer for a payroll deducted income tax. No one in Nevada wants an income tax, but anyone who truly loves Nevada and its tax low structure should be willing to help. A voluntary tax pledge in hard times is much more appealing than any permanent tax increases or any new taxes. I would volunteer up to 8% of my income to keep schools open and dangerous criminals where the belong."
